What Is DLT for Business Messaging?

In India, commercial SMS and related business messaging often require registration on Distributed Ledger Technology (DLT) platforms operated by telecom access providers. DLT is a blockchain-inspired ledger used to register businesses (often called Principal Entities), sender headers and content templates, helping carriers verify legitimate senders per TRAI's TCCCPR framework (TCCCPR 2018, as amended 2025). Why DLT Exists

DLT addresses Unsolicited Commercial Communication (UCC) by creating a sequenced, cryptographically-secured record of sender identities, headers and templates, distributed across providers. It enables preference scrubbing (customer opt-out), consent acquisition, and traceability of telemarketer chains. TRAI mandates DLT for sender/header/template verification before delivery.

Key Concepts

- **Principal Entity (PE)**: Your business identity on DLT (e.g., private company, government body). Must register once, valid until re-verification. - **Header / Sender ID**: Alphanumeric string (3–8 chars or 6-digit numeric, per Tata TTSL FAQ) assigned to PE, category: Promotional, Service (Others), Transactional. Must be linked to entity's name/brand. - **Content Template**: Pre-approval of message format, with fixed and variable parts. Variable parts must be clearly defined. - **Consent Template**: Where explicit consent is required, a separate consent template may be registered. - **Telemarketer Chain**: PE → Telemarketer(s) → Originating Access Provider (OAP) → Terminating provider. Registration Workflow (Verify Current Portal Steps)

While exact portal UI varies by provider (Jio, Airtel, Vodafone-Idea, Tata), TRAI Advice to Senders lists six required activities: (a) Registration as PE, (b) Assignment of header, (c) Registration of Content Template, (d) Transmission of PE ID, header, Content ID while offering messages, (e) Registration of consent template if any, (f) Acquisition of consent if any. Typical portal flow: (1) Register as PE: business details, authorized signatory, documents, payment; verification within ~2 working days (Tata FAQ). (2) Register headers: category, type, sender ID, justification, documents; (3) Register content templates: fixed/variable parts, category; (4) Link header-template and define telemarketer chain; (5) Ensure sending system transmits PE ID/header/Content ID. **Processes can change — confirm with your DLT provider's current Code of Practice.**

Header Selection and Types

Headers are 3–8 alphanumeric or 6-digit numeric (per TTSL FAQ), tied to entity's brand. Categories: Promotional, Service (Others), Transactional. Promotional via 140-series for voice? For SMS, headers are sender IDs; for voice, 140xxx numbering series is now DLT-based (TRAI Direction May 4, 2024: 140 series to be on DLT by Sep 30, 2024). One template should not be linked to multiple headers (TRAI Aug 20, 2024 direction).

Header-Template Association and Chain Validation

After registration, link header ↔ template and define full telemarketer chain (PE → TM(s) → OAP). TRAI Direction Nov 1, 2024: all messages where chain not defined or does not match are rejected. Each DLT provider may charge for PE/TM registration; validity until re-verification (quarterly verification required per Feb 16, 2023 direction).

Delivery Validation and Tier/Preference Handling

Before delivery, providers scrub against customer preferences (Fully Blocked, Partial Block) and consent. Transactional messages are limited to 30 minutes post-transaction per TCCCPR 2025 (beyond 30 min → Service). Promotional to prospective customers is under Promotional category, even with explicit consent, and must offer opt-out in same message.

Common Rejections and Mistakes

Provider and Operator Differences

DLT platforms are operated by access providers (Jio, Airtel, Vi, Tata). While TRAI sets CoP codes, portal UI, fees, and TAT vary. Entity/Template IDs are interchangeable across providers (AWS docs), but chain definitions must be consistent. Verify with your chosen provider's current CoP.
